SUITABILITY EVALUATION OF EMERGENCY SHELTER SITE SELECTION BASED ON GIS: A CASE STUDY OF PENGZHOU CITY

As vital urban disaster prevention infrastructures, emergency shelters underpin urban disaster reduction and post-disaster resettlement capacity. Taking Pengzhou City as an example, a typical mountain-plain transitional and hazard-prone area, this study establishes a GIS-based shelter suitability evaluation system with nine core indicators screened via two-round Delphi consultation from safety, accessibility and effectiveness dimensions. The study area is classified into four suitability grades using the weighted sum method and Natural Breaks. Spatial mismatch is prominent across the region: the southeastern plain presents high suitability with redundant shelters, while the geological-risk-prone northwestern mountains have low suitability, insufficient facilities and widespread service blind spots. Corresponding zoning optimization strategies and a citywide dynamic guarantee system are proposed for refined shelter layout. This study can provide scientific references for shelter planning in similar piedmont hazard-affected regions.References
