DIGITAL GOVERNANCE OF FISCAL DEPOSITS IN LOCAL FINANCIAL INSTITUTIONS: A PROCESS-CONTROL FRAMEWORK

Fiscal deposits connect public cash management with the liquidity, compliance, and operational processes of local financial institutions. Their digitalization can improve visibility and execution speed, yet it can also amplify data inconsistency, automated control failure, cyber exposure, and accountability gaps when institutional rules and information architecture evolve at different rates. This paper develops a process-control framework for the digital governance of fiscal deposits in China. A structured qualitative synthesis of sixteen peer-reviewed studies, proceedings papers, and technical reports published mainly from 2018 to 2026 was combined with lifecycle analysis covering account authorization, fund placement, transaction execution, reconciliation, monitoring, and exit. The analysis identifies four interlocking deficiencies: fragmented process ownership, inconsistent data standards, reactive risk monitoring, and weak alignment between performance incentives and fiscal safety. In response, the paper proposes a four-layer framework integrating institutional authority, end-to-end process controls, governed data infrastructure, and continuous assurance. It further translates the framework into a risk-control matrix, measurable indicators, and a phased implementation roadmap. The main contribution is to move beyond isolated recommendations by showing how organizational responsibility, digital controls, and supervisory evidence can be linked at each stage of the fiscal-deposit lifecycle. The framework offers an implementable reference for fiscal authorities, local financial institutions, and financial supervisors seeking more transparent, efficient, and resilient deposit management.References
